New Caledonia is a special collectivity of France, located in the southwest Pacific Ocean. This archipelago is a part of the Melanesia sub-region and includes the main island of Grande Terre, the Loyalty Islands, the Chesterfield Islands, the Belep archipelago, the Isle of Pines, and a few remote islets. 

The country is considered to have the largest and the most developed economy in the South Pacific space. During the history, this archipelago built up an independent trade with strong business connections with different world’ countries. 

The territory of the country is very rich in natural resources which influence positively the country’s internal budget. New Caledonia is a major source for nickel and articles of nickel, containing roughly 10% of the worlds known nickel supply. The country is the world's fifth largest producer after Russia, Indonesia, Canada and Australia. Other natural resources, exported on the international market are: ferroalloys, nickel mattes, nickel ore, inorganic salts, iron and steel

The country is surrounded by the ocean, having a large access to the maritime trade connections. The government concentrate all the sources on the development of fishing and maritime navigation. In addition to this, the ocean is the biggest source of fresh seafood. The country exports fish, crustaceans and aquatic invertebrates, frozen fish, lobsters, caviar, squid as well as coral calcium for international drugstores.

The top export destinations of New Caledonia are Australia, China, Japan, Other Asia and South Korea.

New Caledonia is one of the well-developed countries in the Pacific Ocean with great international trade potential. New Caledonia is one of Australia’s nearest neighbours, located only 1,470 kilometres northeast of Brisbane. It is home to around a quarter of the world’s known nickel deposits, and is the source of around 12% of global nickel production. Output from its nickel industry is expected to increase over the coming years, with several major new nickel projects ramping up. New Caledonia Customs Department is one, responsible for imports and exports of the country.

 

Tariffs

Free import duty : milk and dairy products, cheese, rice, butter and potatoes, meat, sugar, biscuits, cereals, feed, insecticides and products of the same family, medicines, raw and swan timber, paper and paperboard, tobacco, petroleum products, coal, lubricating oils, gas, merchant and pleasure boats of 20T, mechanical machines, vintage vehicles, yoghurts, soy milk, spices.

Import duty 5% : hams and offal, vegetables and fresh fruit, fruit juice, canned fish, pipes tubes and iron accessories, plastics in primary form, the aluminum products: bars, son, profiles and Plywood, plywood, clinker cement, aluminum boxes for food preparations, packaging made of paper and cardboard, articles of plastics, computer hardware, tires, parts and spare parts for car and motor engines boats, outboard motors, inks and prefabricated constructions. Tobacco previously taxed per kilogram is now taxed ad valorem at 5%.

Import duty 10% : poultry, prepared foods, margarine, soft drinks, chemicals, asbestos, boats, cotton clothing, furniture, road materials, machinery and earthmoving equipment, automobile parts and spare parts, footwear, air conditioners, refrigerating apparatus, toys, hi-fi and TV radios, plastic packaging, sporting goods.

Import duty 15% : foie gras, coffee, deli meats, shellfish and molluscs, alcohols, alcohol preserved fruits, porcelain works, clothing, transport vehicles of people, bicycles and motorcycles.

Import duty 20% : caviar, cigars, perfumes and toilet waters, photography, musical instruments, copiers and parts, spare parts, leaves and artificial flowers, jewelery, precious and fancy watches, jewelery, watches.

 

Documentation

Basic import documentation required by the New Caledonia Customs office includes:

- Import Declaration (prepared and signed by a customs broker);

- Commercial Invoice (original plus four copies to be presented in French);

- Airway Bill;

- Bill of Lading (to be presented in triplicate);

- Commercial license number;

- Phytosanitary Certificate and previous authorization from the New Caledonia Food Safety Authority;

- Certificate of Free Sale (if required);

- Certificate of Origin (in the case of application for duty free treatment).

 

Labelling

Labels on most foods must show:

- product name (generic and trade);

- type of product;

- dates of manufacture;

- expiry dates;

- methods of preservation;

- ingredients in descending order of composition;

- weights or quantities;

- manufacturer's name;

- importer's name, address and phone number;

- places where the product can be returned or exchanged.
