Puerto Rico is the largest insular territory of the United States, located in the Caribbean, between the Caribbean Sea and the North Atlantic Ocean, east of the Dominican Republic, about 1,000 miles southeast of Miami, Florida. Puerto Rico is a member of the Caribbean Community and Common Market (Caricom, observer), International Trade Union Confederation and other international organizations. 

 

Customs regulations

Puerto Rico is part of the U.S. customs territory and as a result U.S. customs laws apply. Imported products must be reported to the U.S. Customs Service (Customs and Border Protection-CBP), where they are inspected to ensure compliance with U.S. law. 

The goods must be classified according to their category in the American customs system, and their value must be determined. 

Puerto Rico applies the U.S. harmonized system - the USA Harmonized Tariff Schedule (HTSUS), which uses a basic six-figure system.

The average customs duty rate (excluding agricultural products) is 2.8%.
