Paraguay has an export oriented economy. The country is the fourth-largest soybean exporter in the world, second-largest exporter of stevia, second-largest exporter of tung oil, largest exporter of corn, largest exporter of wheat and largest exporter of beef.

The market economy is distinguished by a large informal sector, featuring re-export of imported consumer goods to neighboring countries, as well as the activities of thousands of microenterprises and urban street vendors. In the pharmaceutical industry, Paraguayan companies now meet 70% of domestic consumption and have begun to export pharmaceuticals. Paraguay is quickly supplanting foreign suppliers in meeting the country's medicine needs. Strong growth also is evident in the production of edible oils, garments, organic sugar, meat processing, and steel.

Paraguay's primary manufacturing focus is on food and beverages. Wood products, paper products, hides and furs, and non-metallic mineral products also contribute to manufacturing totals. Soy has been a major name in context of Paraguay export. In 2007 fiscal export of soy increased and became equivalent to 50 percent of aggregate exports of Paraguay for that fiscal.

Soy accounts for 42 percent of total shipments and in recent years, the country has become the largest exporter of soybeans. Other top exports of Paraguay include meat, cereals and vegetable oils. Main trade partners of Paraguay are Uruguay, Argentina and Brazil.

Paraguay is a landlocked country in central South America, bordered by Argentina, Brazil and Bolivia. Paraguay is divided by the Río Paraguay into two well differentiated geographic regions. Paraguay is a country of vast natural resources. Clean energy production is a key activity in the country, as is highly automated agriculture and livestock production. Paraguay is a member of the Group of 77, World Trade Organization, International Monetary Fund, World Customs Organization, International Organization for Standardization (correspondent), Southern Cone Common Market (Mercosur) and other international organizations.

 

Customs requirements

Paraguay is a WTO member since 1995. The country is as a member of Mercosur. As a member of Mercosur, Paraguay is part of the negotiation of a future EU-Mercosur Association Agreement. This Agreement should provide a boost to regional trade integration among the countries of Mercosur and stimulate new opportunities for trade with the EU by removing tariff and non-tariff barriers to trade.

This agreement will cover, among other issues, trade in goods and services, investment, intellectual property rights (IPR) aspects including protection of geographical indications, government procurement, technical barriers to trade and sanitary and phytosanitary issues.

 

All documents required per shipment to export goods are recorded. It is assumed that the contract has already been agreed upon and signed by both parties. Documents required for clearance by government ministries, customs authorities, port and container terminal authorities, health and technical control agencies and banks are taken into account. Since payment is by letter of credit, all documents required by banks for the issuance or securing of a letter of credit are also taken into account.
