When chosed to pay with Paypal, user have to click on "Got ot paypal" button:

After the bill is successfully paid on the Paypal website, the bill will receive the status "Paid".

If the payment is done, and the money came, the administrator will confirm the payment. The status of the bill will change to "Confirmed".
